Due to high turnover rates, there are usually opportunities to move up to APS 5 and 6 fairly quickly. My understanding is that it becomes more difficult to move up to EL level. Apart from developing skills in accordance with the capability framework and history of high performance, I have found that manager/ED support for your promotion is quite important.

Other grad programs provide a faster initial promotion opportunity - to APS5 rather than APS4 for example. I have been happy with the promotion opportunities beyond this - I have been promoted an average of once a year which I think is quite fast
