Lots of informal mentoring and training to gradually ready someone to take on greater responsibility. (eg. involving junior engineer in a more complex task, but with a bit more oversight from senior engineer). Encourage people to work on diverse problems/processes to build more wholistic knowledge base. Lateral movement (move into different roles at the same level) is encouraged. Need to express desire for this, otherwise will be left alone.
