I have given this a 5 out of 10 because i think it is predominantly fair. Who would want to work for a company where moving up was a 10/10 easy. If that were the case they would be promoting people who didn't deserve the role. Same goes for being a 1/10 easiness. On that note though, and in align with a previous answer of mine - you have to fight for yourself and make sure people want to allow you to advance. Moving up in the ranks isn't only by promotion or title, it is also the work which you are allowed/expected to do.
Seems like a slow, gradual slope for promotions once you stop being a grad. Which is okay I guess.

You have to apply for an opening on another project. There is no concept of a "promotion", except for the end of the graduate program. There are only roles, for which you are allowed to compete with the entire company, if they become available.
