How accessible are managers and do they make good mentors? You may want to address internal communication, performance feedback or praise and recognition.
They are nice people but I honestly don't fully understand their value/function in the workplace.

All are very approachable and willing to discuss issues. Line managers and project managers in my experience have been supportive and pragmatic. Mentorship is more likely between engineers than between leadership and engineers.

All the managers I have worked under have been extremely approachable and friendly. Most of them are good communicators and encourage personal growth and push you to be better. As mentioned previously though, the managerial structure is strange here; having both a technical project manager and a non-technical line manager to oversee people functions. The line manager tends to be the go-to for any issues/trainings/career enquiries etc, but due to their nature they are completely non-technical. So it is sometimes difficult to gather specific account-related information from them (i.e. contract inclusions, future work directions etc) as they are not intimately involved in our customer deliveries. It is better to find a technical mentor (often not a manager as they have more time).

Managers are very easily accessible and make excellent mentors. I have worked with five managers by now and found each one of them highly competent. Majority of the team leads are lagging far behind when it comes to management skills.

Managers are simply a communication channel for people's team and resource allocations but the line managers are very empathetic although has very limited authority. Program directors and project managers need to do a better job to provide constructive feedback, perhaps they need proper training and KPI monitoring in this area so they'd improve. Unfortunately, not really found a good mentor even after almost 5 years with the company.

The project and line managers are always open for a chat and will provide any assistance they can. They also give a lot of feedback and recognition.

Accessibility - very high, no issues there. However, it seems that there are multiple managers for similar or the same things, even given the recent restructure. Not to mention, the VOICE survey results often get talked about, yet no actions are ever taken from them to which I believe would be part of the "managers" role?...
